Please activate Catch Sticky Menu plugin and then,

Go to => Dashboard => Catch Sticky Menu => Enter Desktop Menu Selector and Mobile Menu Selector as #masthead and Save Changes.

To change the order of the Services section you will need to create a child theme and do a little bit of customization. Let me know if you are familiar with child theme customization otherwise I suggest you to hire a customizer.
