I am afraid that it not possible. Since the video is the aspect ratio 16:9 to make that full height the video will look very stretched and the girl on the video won’t be fully visible.

Autoplay only works when enable sound option is turned off.

So,

Go to => Appearance => Customize => Header Media => Uncheck the option Check to enable Sound and Publish.

This should enable autoplay on all devices.

Go to => Appearance => Customize => Header Media. You will find the options here.

Here is how you can increase the Maximum File Upload Size in WordPress.
